Add check box to show all references in IFC property set dialog

As an example, you can define panel specific properties for wall.

Then attach IFC property set to wall and create wall panels. IFC property sets are copied from wall to panels.

Since there are already panel specific properties, the contents of IFC property set of panels is correct from the start.
